Competency Auditing and Training

Operations in hazardous zones incur an increased level of associated risk. Due to this increased risk it is imperative that you have a competent workforce following appropriate procedures. This includes operational leadership that makes critical decisions and directs the work of others.

The industry definition of competent is having the ability to consistently and repeatedly conduct the job scope requirements to the standard required by the employer, regulations and industry recommended practices.

There is a noticeable increased push from regulatory authorities to contractors and operators to be able to “demonstrate” the workforce is competent, this is known as “assurance”. This is a critical aspect of enterprise risk management.

OCS Group has worked directly with regulatory departments globally and clients (A combination of operators and drilling contractors) to develop the most complete and advanced, client agreed, inspection/auditing process in the industry.


Knowledge, Competency and Process Audits

OCS Group has completed global audits for our clients for electrical area safe working competence. The agreed audit plan is discussed with the client and developed based on a detailed OCS template for the client prior to commencement. OCS works with each operational lead to review all aspects of the requirements for the associated positions.

Pervious industry down turns have experienced just 35% of the workforce returning and coupling this with the aging members of this workforce and studies indicating up to 50% of the requiring replacement by 2020, there is a huge transition period looming on the horizon for the industry. OCS Group targets the following aspect of all plans and audits:

  • Develop and agree the Audit Schedule and implementation
  • Review of the safety culture and requirements for each role

Audit Review Process

All audits require an appropriate process to ensure that the full benefit of the process is achieved. OCS has developed our own process that keeps the client involved through all stages of the audit.

Develop – This is where OCS in conjunction with the client determines the curriculum and programs required by the operations and maintenance teams. This is completed through evaluating job roles and responsibilities to identify required training requirements for each position. This is mapped against:

  • HSE
  • Technical (Hard Skills)
  • Business Skills (soft skills) for an asset plan
  • Competence and compliance requirements

Development of the content with consistent material and structure is completed in conjunction with the drilling contractor. This includes the developing the assessment process for individuals and teams, including documented learning outcomes.

Define – OCS Group confirms all deliverables, structure and audit requirements developed in the previous stage with the client. Once approved the project execution plan is implemented and the operation is ready to complete.

Execute – assigning delivery, scheduling delivery, deliver and monitor progress. Where applicable, provide online applications, i.e., ELearning/ Web-Based Training (WBT).

Evaluate – The purpose of the audit is to evaluate the results for continuous improvement. This is completed by measuring performance against expectations (KPI’s) and making corrections as needed. The evaluation can be fed back through to the client in a number of ways that best suits the nature of the audit. One of the outcomes from the audit can be increased levels of training.
